Support for non-English environments

Hi Josh,

this is a really nice solution.

One thing that can be improved is support non-English environments.
Adding and deploying the solution worked fine in my test environment, but still nothing worked as expected.

All lists were in place, the web.config was changed to include two SafeControls and the FileNotFound property was set.
But: The smart404.htm file was only present in the folder TEMPLATE\LAYOUTS\1033 and not in 1031.
I copied it to the 1031 folder and immediately everything worked.

Now that it works, I want to know if you have plans for putting the language specific strings into resource files (or maybe another list) for easier translation?
If you don't have plans, maybe you can consider it?

I'm glad you were able to find the solution. The short answer is yes - its been on the short list for the near future. As you can see I made some assumptions on the deployment side - sorry about that. I'm pretty familiar with internationalization in SharePoint from a development perspective (e.g. resource files for strings and such), I'll have to dig a bit on some of the deployment aspects. I'm going to open an issue in the issue tracker for this feature\bug.

[Edit: I noticed that you opened an issue already lol. thanks]
